Description

The Horizon Europe funding guideline supports the development and testing of ecologically sustainable as well as socially inclusive, housing-based strategies for the prevention and long-term overcoming of homelessness in line with the values of the New European Bauhaus (NEB). The focus is on the implementation of at least three innovative housing-led approaches in three different neighborhoods (urban, peri-urban, rural) of various EU Member States or associated countries. Funding is provided to a consortium consisting of at least three independent partners – public institutions, non-profit or educational organizations. The goal is to provide permanently affordable, climate-neutral housing and to integrate comprehensive support services. Particular emphasis is placed on participatory co-creation with homeless people, especially families with minor children and individuals in precarious housing situations. Implementation includes, in addition to the planning and construction of green, climate-resilient buildings, institutional analysis, monitoring methods, and comparative studies based on the European Typology of Homelessness. The project volume amounts to up to €6.3 million with a duration of 30 months and a funding rate between 70% and 100%. Travel expenses, personnel, material costs, and subcontractor services are eligible for funding, as are systematic dissemination and communication plans.

Interested municipalities, civil society actors, and EU-funded educational institutions benefit from this innovation initiative as do the end beneficiaries, homeless people. The application requires a joint submission in the Horizon Europe Participant Register, the formation of a transnational consortium from at least three Member States, and validation of expertise in housing construction and social services. Submission is made via the EU Funding & Tenders Portal by December 1, 2026 (17:00 CET). Projects will be evaluated based on their level of innovation, expected impact on homelessness and neighborhood development, as well as the quality and efficiency of implementation. Successful initiatives make a sustainable contribution to social cohesion, the implementation of the Affordability and NEB initiatives, and the strengthening of local democracy and social solidarity.
