Funding objective
Support for investments aimed at the separation or reduction of extraneous and stormwater in wastewater facilities, the implementation of stormwater management studies, the equipping of significant stormwater relief facilities with measurement technology, the construction and retrofitting of phosphate precipitation systems, as well as the external appointment of water protection officers in municipalities, in order to sustainably improve water quality.

Description
The grant program Action Watermark promotes the performance of municipal wastewater treatment plants in Saarland and prevents hydraulic overloads. The goal is the sustainable improvement of water quality through targeted investments to separate and reduce extraneous and stormwater. Funded measures include the separation of combined sewer systems, the preparation of stormwater management studies, the introduction of municipal funding programs for decentralized rainwater management, as well as the metrological equipment of significant rainwater relief facilities. Additionally, the program supports the construction and retrofitting of phosphate precipitation plants according to the requirements of the WFD (Water Framework Directive) action program and the external appointment of water protection officers. Applications can be submitted continuously before the start of the planned measure. The amount of the grant depends on the specific scope of the project.
Eligible applicants are municipalities and other public law entities entrusted with wastewater disposal, as well as the Saar Disposal Association. Funding prerequisites include proof of necessity and economic efficiency for investments in facilities with increased extraneous water load, as well as a minimum planning area of one municipality or city district for management studies. Municipal programs must have a duration of at least three years, and rainwater relief facilities must have a hydraulically or materially significant impact. Investments for the development of new or the expansion of existing residential, commercial, and industrial areas are excluded. Eligible expenses include all aforementioned investment and planning costs as well as the appointment of external water protection officers. For the application, the funding application, the funding guidelines, and the associated annexes must be submitted.
