Funding objective
Within the framework of this measure, projects are funded that build structural reception and protection capacities directly or in the immediate vicinity of regions of origin as well as in relevant third countries. This is achieved through financing infrastructure, equipment, as well as through training and further education of personnel and the transfer of best practices. The goal is to strengthen security, functioning asylum systems, protection mechanisms, and support infrastructure on site and to minimize irregular migration.

Description
The funding measure for the development and strengthening of structural reception and protection capacities in third countries supports projects in countries of origin, first reception, and transit regions through grants for the expansion of infrastructure, procurement of equipment, as well as training and further education offerings. The focus is on security structures, functioning asylum procedures, local protection mechanisms, and support infrastructure to improve living conditions on site and reduce irregular migration. Both construction measures and technical equipment as well as qualification programs for personnel are funded, including the transfer of best practice approaches. The fund grants partial funding rates of 75% to 90% of eligible expenses, with a minimum project amount of €100,000 per year. Applications can be submitted continuously until 31.12.2029, with project start possible from 02.03.2023.
Eligible applicants are legal entities under public and private law – including municipalities, international organizations, non-profit institutions, companies, and foundations. Prerequisites are the complete, timely submission within the framework of a public call, assignment to the funding target group, and compliance with AMIF co-financing limits up to 75%. Eligible costs include infrastructure, equipment, training and personnel costs, travel expenses, and other project-related expenditures; excluded are debt repayment, retroactive costs, and investments in undeveloped land. Selection is based on criteria such as target group relevance, project conception, capacity building, and efficiency of fund utilization. Applications must include a project description, financial plan, schedule, certificate of good standing, and cooperation agreement.
