Funding objective

Description

ARF – Project Funding for Primary Care Units supports the initiation of forward-looking initiatives in already existing Primary Care Units (PCUs) in Vienna. Projects that strengthen ecological and social sustainability – for example, by increasing energy efficiency, e-mobility, and barrier-free spatial design – expand digital and spatial infrastructure, as well as develop specific training and continuing education offerings, are funded. The goal is a modern, patient-centered primary care landscape in which multiprofessional teams work interdisciplinarily and accompany the entire treatment pathway. Project ideas from the fields of health, digitalization, energy efficiency & renewable energies, education & training, as well as work & social affairs are particularly welcome. The funding originates from the European Recovery and Resilience Facility (NextGenerationEU) and is granted in the form of non-repayable grants.

Eligible for funding are operators of PCUs as well as PCU holding companies whose business purpose includes providing operational premises, provided that the PCU delivers at least 80% of services under contract with the social health insurance. The funding amount covers 50% of the recognized costs and amounts to a maximum of €500,000 per project. Eligible expenses include investment costs for new construction, conversion, and expansion, medical and non-medical equipment, training and continuing education, sustainable mobility, as well as planning costs. Applications can be submitted via the aws Fördermanager until 31.01.2026. Prerequisites for successful approval include, among others, a primary care contract with the Austrian Health Insurance Fund, a detailed project concept with a timeline and financing plan, a self-declaration regarding possible multiple funding, as well as proof of price appropriateness through obtaining offers. Project implementation must take place within 12 months after funding approval and combines selection criteria such as quality of care, sustainability, degree of digitalization, added value of training, and price fairness.
