Description

The funding program “ATF – Rail Connection and Terminal Promotion” of the Federal Ministry for Climate Protection, Environment, Energy, Mobility, Innovation and Technology (BMK) supports companies based in Vienna in investments in rail and intermodal transshipment infrastructure. Funding is provided for the construction, expansion, and reactivation of rail connections as well as the construction, expansion, and optimization of transshipment facilities for combined transport (rail–road, rail–water, road–water). Eligible applicants include sole proprietorships, partnerships, corporations, and cooperatives that substantiate their concepts with planning documentation, contracts with railway undertakings, and audited financing confirmations. Eligible expenses include civil engineering and groundwork, track construction, signaling and control technology, overhead line systems, lighting, cranes, and handling equipment, as well as planning costs up to 5% of the total investment. The funding rate ranges from 30% to 50% depending on the measure, up to a maximum of €2.5 million per project; the minimum amount is €10,000. An annual minimum transport obligation over five years or a contractually agreed operational obligation of up to 11 years ensures sustainable impact and prevents shifts back to road transport.

Project commencement is possible at any time, as submissions are accepted continuously. Applications are considered based on the date of receipt as the cut-off for recognizing eligible costs. A four-week deadline before the next advisory board meeting ensures prompt review by the BMK and the Rail Infrastructure Service Company (SCHIG). Funding decisions are made based on economic feasibility studies, social benefit, and climate protection contribution. Following a positive funding commitment, contract conclusion, interim review, and final accounting with on-site inspection take place. Disbursement is made in installments upon proof of actual expenses. Subsequently, a monitoring period ensures compliance with the conditions. Thus, ATF makes a significant contribution to strengthening rail freight transport and reducing climate-damaging emissions in Austria.
