Description
The AVdual support program in Baden-Württemberg promotes the establishment of the educational pathway "Dual Vocational Preparation (AV dual)" at vocational schools for young people with special educational needs. Funding is provided for positions for AVdual coordinators, who act as an interface between school, company, and family, supporting learners in the acquisition, preparation, implementation, and follow-up of internships as well as in securing vocational training placements. Recipients of funding are city and district authorities or municipalities based in Baden-Württemberg that implement the overall concept for redesigning the school-to-work transition regionally and have established transition management. The state government grants a subsidy of up to 60% of the personnel costs incurred, but no more than €30,000 per year and full-time position, in order to secure the demand for skilled workers in the long term and enable young people a smooth start to their careers.
A prerequisite for approval is a supervision ratio of approximately 1 AVdual coordinator per 40 young people (2–3 classes) as well as proof of pedagogical qualification or many years of training expertise and intercultural skills. Additionally, experience in working with schools, young people with special educational needs, and companies must be demonstrated. The application must include details on the scope of the position, the planned staffing, a coordination concept with existing support structures, qualification and activity profiles of the personnel deployed, as well as a cost and financing plan for the school years 2023/2024 and 2024/2025. Applications must be submitted to the Ministry of Economic Affairs, Labour and Tourism Baden-Württemberg at least six weeks before the start of the measure. The funding explicitly excludes travel expenses and material costs and focuses exclusively on personnel costs.
