Description

The state of Hamburg supports the initial adaptation of existing rental apartments to age-appropriate and barrier-free housing requirements with flat-rate grants. Individual measures such as the installation of ramps and stairlifts, door widenings or sliding doors, threshold-free access, kitchen and bathroom renovations, floor plan changes, as well as wheelchair garages are eligible for funding. The amount of funding is determined by the scope and type of components and requires a minimum investment sum of 3,000 euros. The program aims to achieve a sustainable enhancement of living space and to secure mobility in the long term even with limited mobility. The continuity of funding opportunities allows applications to be submitted year-round as soon as the funding guidelines are available. The Hamburg Investment and Development Bank acts as the central approval authority on behalf of the Senate and assumes the technical and legal review of all applications.

Eligible to apply are owners and leasehold beneficiaries who commit to the initial barrier-free redesign and comply with the technical minimum requirements. For approval, all work must be carried out by specialist companies, and the total costs must be proportionate to the utility value and expected service life. Furthermore, the agreement of rent and occupancy restrictions for ten years is required; the full grant amount is granted with both, alternatively a reduced support with rent restriction only is possible. Excluded applicants are companies in financial difficulties as well as certain sectors. Application documents to be submitted include the fully completed form, cost estimates from specialist firms, proof of professional execution, and a declaration regarding the binding agreement. Commencement of construction prior to approval leads to complete exclusion from funding.
