Description

The Bavarian funding program for the development of electrolyzer infrastructure (BayFELI) supports companies, start-ups, educational institutions, foundations, public and non-profit organizations, as well as private individuals in Bavaria in investments for the new installation of electrolyzers for the production of exclusively renewable hydrogen. With a funding rate of up to 45% (plus up to 20% for small enterprises) and grants of up to €5 million each, electrolyzer systems with a minimum capacity of 1 MW are supported, which are operated 100% with electricity from renewable sources and coupled at the same grid connection point with renewable energy units. The program’s goal is to build regional production capacities to partially meet the medium-term increasing demand for green hydrogen, demonstrate technological competence, strengthen local value creation, and reduce import dependency in line with the Bavarian Hydrogen Strategy.

Eligible for funding are small and medium-sized enterprises, start-ups, large companies, research institutions, associations, municipalities, authorities, freelancers, and other actors in Bavaria. The evaluation focuses primarily on the degree of innovation and technological competence, the contribution to regional value creation, as well as the contribution to the implementation of the Bavarian Hydrogen Strategy. Eligible costs include investment expenses for the new installation of electrolyzers and directly related system components; non-eligible costs include, among others, infrastructure, land, or operating costs. The application process is conducted in two stages: first a project outline, then a full application. Required documents include technical flow diagrams, approval certificates (Federal Immission Control Act, water law), financing plan, safety concept, and proof of own contribution. Funding calls are announced in periodic tendering periods.
