Description

The flat-rate grant funding in Lower Austria supports private child, youth, and family counseling centers as well as specialized educational support providers who deliver "educational assistance" on behalf of the public youth welfare services. The program enables non-profit organizations to offer comprehensive counseling, care, and therapeutic services for children, adolescents, families, and foster families when municipal providers are unable to fulfill these tasks or cannot do so economically. The application deadline for initial applications ends annually on March 31, while follow-up applications can be submitted until January 31. Funding is provided as a direct grant and can be applied for continuously. The services are intended not only for self-referrals but may also be provided in individual cases under the instruction of the locally responsible youth welfare authority; if voluntariness is lacking, a decision by the guardianship court may be required.

A prerequisite for approval is the determination of suitability by official notice pursuant to § 26 of the Lower Austrian Child and Youth Welfare Act (NÖ KJHG) as well as compliance with the Guidelines for the Flat-Rate Funding of Social Services (resolution dated 20.12.2005). Interested private providers must submit the official form, a current excerpt from the association or commercial register, and proof of the suitability determination. Allocation is based on the priority ranking according to § 8 of the guidelines, and the funding volume depends on the available budget and the professional urgency. Payments are generally made quarterly, with providers required to submit transparent documentation regarding client numbers, hours of service, and professional care. This funding opportunity offers non-profit institutions throughout Lower Austria the chance to sustainably strengthen psychosocial care and educational assistance, thereby specifically promoting the welfare of children and adolescents.
