Funding objective
The objective of the program is to strengthen and consolidate the network of European Digital Innovation Hubs (EDIHs) in all EU Member States and associated countries. The hubs are to expand their capacity for the digital transformation of small and medium-sized enterprises (SMEs), mid-caps, and public organizations, with a particular focus on Artificial Intelligence. The program supports the four core services of the EDIHs – Test before invest, Training & Skills Development, support in finding financing, and networking – thereby contributing to the dissemination and adoption of European digital and AI technologies.

Description
Within the framework of the EU-funded call for the consolidation of the European Digital Innovation Hubs (EDIHs) network with an enhanced AI focus, a comprehensive strengthening of the digital innovation infrastructure in all Member States and associated countries is pursued. The program aims to increase the capacities of SMEs, mid-caps, and public organizations for the use of Artificial Intelligence and other key technologies, thereby promoting Europe’s digital competitiveness and resilience. Funded are collaborative projects consisting of at least one existing EDIH and additional partners, emphasizing excellence, innovation content, and sustainability aspects. The submission period starts on 04.11.2025 and ends on 03.03.2026.
The EDIHs offer four core service components: Test before invest (access to experimentation and testing facilities), Training & Skills Development (training and upskilling), Support in finding financing (advice on public and private funding sources), as well as Networking (connecting with innovation ecosystems). Eligible for funding are companies and public institutions from EU Member States and associated countries. The application package includes a completed application form, project description, financial plan, and ethics self-assessment. Evaluation criteria include excellence, potential for network consolidation, and sustainability. Funding is provided as a grant from the Digital Europe Programme budget.
