The goal is to develop, demonstrate, and de-risk industrial value chains for essential renewable fuel technologies across multiple EU Member States within the framework of a transnational Pre-Commercial Procurement procedure up to TRL 8 – including design, prototyping, validation, and deployment of initial test series.

Description
The European funding initiative aims to advance the development and risk reduction of industrial value chains for essential renewable fuel technologies up to Technology Readiness Level (TRL) 8 through a transnational Pre-Commercial Procurement (PCP). With a total funding amount of €40 million at a 100% funding rate, the program supports consortia of public procurement authorities (e.g., airport and port authorities, municipal entities), potentially in cooperation with private procurers, research institutions, and industry partners. Together, design, prototyping, validation, and initial test series are to be realized in order to de-risk innovative solutions close to market in areas such as advanced bioethanol, biomass gasification, and e-methanol production. The application deadline is 01.12.2026. Applicants must have experience in European coordination and pre-commercial procurement as well as the participation of at least three independent procurers from different EU member states. Eligible expenses include, among others, R&D services, project management, and travel costs, evaluated based on innovation content, feasibility, consortium quality, and fit to the common need.
The funding instrument enables public actors to align their procurement strategy towards sustainable, low-emission fuel alternatives and to accelerate the market entry of pioneering clean-tech solutions. By collectively awarding R&D contracts to multiple suppliers, it promotes competition, the inclusion of new suppliers, and reduces supplier dependencies. Beyond the PCP projects, standardized tender documents as well as insights from market analyses and open market consultations are provided to facilitate follow-up procurements and general technology transfer. The European Commission expects increased funding efficiency, improved business models, and accelerated market penetration of innovative renewable fuels for transport and industry.
