Description

The Horizon Europe Innovation Action “Deploying circular systemic solutions through living labs in cities and regions” supports the practical testing and scaling of circular economic models in European cities and regions. At its core is the establishment and operation of at least five Living Labs, including two demonstration sites and three replication sites, one of which must be located in a Widening Country. The aim is to accelerate place-based innovations, enhance professional skills and capacities, and test novel governance and business models for sustainable products, services, and value chains. Through multi-actor co-creation – involving municipal authorities, research institutions, companies, start-ups, civil society organizations, and financial actors – tailored solutions are developed to reduce environmental impacts, increase resource efficiency, and protect biodiversity. Furthermore, the project results are intended to serve as a blueprint for broad replication and policy-making processes.

The two-phase call procedure foresees submissions by 16 April 2026 (Phase 1) and 23 September 2026 (Phase 2). Funding is available for public institutions, companies, start-ups, non-profit and educational organizations in EU Member States and associated countries. Budgeting is provided as a grant with a funding rate of 70% to 100%, with funding amounts up to €5 million per consortium. Eligible costs include personnel and material costs, subcontractors, as well as travel and subsistence expenses. Evaluation criteria include the level of innovation, contribution to urban and regional development, scalability, consortium quality, as well as sustainability and governance approach. Required documents include the application form, project description, financial plan, legal documents (e.g., PIC), ethics questionnaire, and market consultation report. Thanks to its clear structure and systemic approach, this call offers the opportunity to advance Europe decisively on the path to a circular economy.
