Funding objective
The program supports projects aimed at implementing the objectives of the Hessian Energy Act (HEG) in Hesse. Funding is provided for capital municipal measures (§ 3 HEG), measures to increase energy efficiency and the use of renewable energies (§ 5 HEG), innovative energy technologies (§ 6 HEG), municipal energy concepts and plans (§ 7 HEG), energy consulting and acceptance measures (§ 8 HEG), as well as integrated neighborhood concepts and renovation management.

Description
The program “Energy Promotion within the Framework of the Hessian Energy Act (HEG)” builds on Hesse’s ambitious climate protection goals and supports energy-efficient investments as well as measures for the use of renewable energies. Funding is provided, among other things, for investment-based municipal measures, measures to increase energy efficiency and the use of renewable energies, innovative energy technologies, as well as municipal energy concepts, energy efficiency plans, and integrated neighborhood concepts according to §§ 3–8 HEG. With grant rates ranging from 30% up to 100%, significant projects in the fields of climate protection, smart cities & regions, and digitalization can be realized. The Wirtschafts- und Infrastrukturbank Hessen (WIBank) is responsible as the implementing agency for approval; applications must be submitted before the start of the project.
Eligible applicants are natural and legal persons, municipal authorities, as well as associations of municipal entities and energy service providers, whereby companies must meet the SME definitions. A prerequisite for funding is a written application submitted prior to the start of the project, as well as proof that no additional state funds from Hesse are being used. Procurement law requirements must be observed, and program-specific minimum costs must be met. Funded projects must be implemented within the state of Hesse. For application submission, the completed application form according to the HEG guideline, an SME self-declaration, and, if applicable, further documents must be provided. The funding initiative offers ongoing opportunities to design innovative energy concepts for the future and actively advance the energy transition in Hesse.
