Funding objective

The Free State of Bavaria supports municipal authorities and companies in the preparation of municipal and inter-municipal energy utilization plans, the implementation support of measures, as well as property-related energy concepts by qualified third parties as a decision-making basis for investments aimed at energy savings, efficiency improvements, and increased use of renewable energies.

Description

The program supports municipal and inter-municipal energy utilization plans as well as property-related energy concepts carried out by qualified third parties. The goal is to develop well-founded studies on energy savings, efficiency improvements, and the use of renewable energies, which serve as a basis for decision-making regarding future investments. Eligible beneficiaries include municipal authorities, companies headquartered or with branches in Bavaria, as well as sponsors of church and non-profit institutions without commercial activity. Grants cover 40% to 70% of eligible expenses, including expert and consulting fees, feasibility studies, and implementation support. The maximum funding amount is €50,000 per energy concept, with up to 70% of expenses covered for municipal and inter-municipal plans. An additional bonus of up to 10% is possible for projects focusing on renewable hydrogen or heating networks.

As a basis for decision-making, concepts must include concrete sizing and economic feasibility details, while energy utilization plans provide technical, financial, and infrastructural recommendations for selected measures. Implementation support is granted if no suitably qualified personnel are available locally. Excluded are heat plans under the Heat Planning Act and companies in difficulty according to EU law. Applications can be submitted at any time before the project start to the project sponsor Bayern via the electronic procedure ELAN-FIPS. The program offers interested parties a sustainable foundation to purposefully advance energy efficiency and climate protection in Bavaria.
