Description
The funding program is aimed at public institutions, non-profit organizations, and private individuals in Hesse who plan municipal investments for the development and expansion of industrial and commercial areas as well as the conversion of industrial, traffic, and military brownfields into usable conversion sites. The goal is to create new spaces for multiple commercial or industrial users in order to sustainably secure permanent jobs and strengthen regional value creation. Projects with an inter-municipal focus that demonstrate proven demand and have contractually or ownership-secured areas serving the settlement of various businesses are particularly supported. Special consideration is given to the integration of green infrastructure, for example through ecological compensation measures and near-natural rainwater retention.
The program offers a non-repayable grant of up to 50% of eligible expenses. Eligible costs include expert reports and consulting services, development roads including pedestrian and bicycle paths, expansion of supply lines, renovation of existing infrastructure, as well as demolition, dismantling, and contaminated site remediation measures. Excluded are, among others, land acquisition costs, urban land-use planning, house connections, applicant’s own contributions, as well as ongoing maintenance and servicing costs. Applications can be submitted continuously before the start of the project to the Wirtschafts- und Infrastrukturbank Hessen (WIBank). Selection is based on criteria such as demand, permanent job effects, inter-municipal cooperation, and green infrastructure. Application documents include, in addition to the completed form, a site plan, evidence of demand analysis and objectives, as well as a detailed cost and financing plan.
