Funding objective

The funding supports the operation and further development of a platform for joint activities aimed at analyzing and combating disinformation in Europe. The goal is to strengthen the collaboration of fact-checkers, researchers, and media literacy stakeholders, to deploy innovative technologies (e.g., AI and deepfakes), to promote media literacy, and to enhance societal resilience against disinformation.

Description

The funding call "European Digital Media Observatory Hubs" aims to further develop and coordinate a central platform in the EU for the analysis and combat of disinformation. The program supports the operation and scaling of a network that brings together fact-checkers, researchers, and media literacy actors. The focus is on innovative technologies such as artificial intelligence and deepfakes, comprehensive monitoring and debunking activities, as well as targeted media literacy campaigns. Through these cooperative measures, societal resilience against misinformation is to be strengthened and cross-border collaboration between national and multinational research hubs intensified. Preventive communication and outreach actions are also funded, reaching vulnerable groups and a broad audience to raise awareness of disinformation and promote responsible use of digital media.

For the application, a consortium of at least three legal entities from three different EU member states is required. Eligible for funding are companies of all sizes, non-profit organizations, public and educational institutions. The deadline for submitting project proposals is from 4 November 2025 to 3 March 2026, 17:00 Brussels time. With a funding rate of 100%, up to €6 million is available for personnel expenses, material and travel costs, as well as for software development and communication measures. Investments in tangible assets as well as interest and financial costs are excluded. Evaluation is based on the criteria of excellence, effectiveness and impact, as well as quality and efficiency of implementation. Required documents include the project description (Part B), the CV of the project leader, and a detailed financing plan.
