Financial Assistance for Construction Measures of Private Primary and Secondary Schools

The funding program of the Bavarian State Ministry for Education and Culture supports non-profit school authorities of private primary and middle schools in Bavaria with necessary, school-supervisory approved construction measures. Through a one-time grant according to Art. 32 BaySchFG, 60% of the eligible construction costs are covered; for substitute schools with state recognition, the rate increases to 70%, and in exceptional cases up to 80%. The goal is to strengthen infrastructure and regional development in education and to promote the expansion of modern learning environments. A prerequisite is that construction begins after the application is submitted and that there is a two-year probation period without significant school supervisory objections. The total investment must be at least €25,000, whereby only costs recognized as eligible expenses in the municipal financial equalization are accepted. For the duration of the 25-year binding period, a lien securing any potential repayment claims must be provided.

Eligible applicants are legal entities under public or private law that operate a private primary or middle school on a non-profit basis. The application according to “Template 1a to Art. 44 BayHO” must be submitted at any time before construction begins to the locally responsible government authority. In addition to the application letter, the complete list of documents for construction funding according to the School Financing Act as well as any further documents required under Art. 44 BayHO must be attached. After reviewing the funding requirements, the government decides on the approval of the grant. Thus, the program makes an important contribution to securing educational quality and further developing regional school locations in Bavaria.
