Funding Fund of the Hamburg Metropolitan Region – Funding Fund Hamburg/Lower Saxony

The Funding Fund of the Hamburg Metropolitan Region – Hamburg/Lower Saxony Funding Fund offers interest-free loans and grants to counties and towns belonging to districts in Cuxhaven, Harburg, Heidekreis, Lüchow-Dannenberg, Lüneburg, Rotenburg (Wümme), Stade, and Uelzen, the Free and Hanseatic City of Hamburg, as well as the association “Projektbüro Metropolregion Hamburg e.V.”, starting from a minimum application amount of €10,000. Funded are investment projects including preparatory measures, studies and concepts for regional development, sustainable public relations, as well as regional and project management. The objective is to strengthen the spatial, social, and economic structure of the Hamburg Metropolitan Region and to intensify cross-border cooperation between Hamburg and Lower Saxony. Applications can be submitted at any time before the start of the respective project, enabling flexible project planning.

The funding rate is up to 80% for flagship projects and up to 50% for other initiatives, with a required own contribution of at least 5% of eligible expenses (exception: association “Projektbüro Metropolregion Hamburg e.V.”). For cooperation projects, a written agreement with a leading body is required. Commitment periods of 15 years for structural facilities and 5 years for technical equipment ensure sustainable use of the funds. Eligible applicants are exclusively public institutions, interest groups, and other associations within the specified territorial authorities. The support enables municipal administrations and civil society actors to implement innovative infrastructure and urban development projects as well as cultural and media initiatives, thereby increasing the attractiveness and future viability of the Hamburg Metropolitan Region.
