Description
The funding guideline for land recycling and site decontamination (FRL FrDS/2024) of the Free State of Saxony supports capital measures for the remediation of contaminated sites and for the securing as well as closure of landfills. Funding is provided for soil and groundwater remediation, de-sealing measures, and the prevention of pollutant emissions into water bodies, soil, and air. The funding rate amounts to up to 77% of eligible expenses for remediation of harmful soil alterations and up to 90% for landfill projects, with grant amounts ranging from €10,000 to €10,000,000. Eligible applicants include public law entities—such as municipalities, municipal associations, and districts—as well as natural and legal persons under private law and companies. Funding can be claimed until December 31, 2029; for landfill projects, the first application deadline is July 31, 2024; general projects are not subject to a deadline.
A prerequisite for funding is the registration of the sites in the Saxon Contaminated Sites Register as well as the conversion of at least 15% of the area to be remediated into near-natural green spaces using approved seed mixtures. Infrastructure investments with a service life of at least five years require a climate compatibility assessment. Landfill projects must be listed on the positive list, and a binding period of five years applies. Projects already commenced are not eligible for funding; furthermore, secured overall financing, compliance with public procurement regulations, and adherence to the budgetary principles of efficiency and economy must be demonstrated. The Saxon State Directorate is responsible for the application process and approval.
