Public Housing Funding Guideline NRW 2024 – Modernization Funding
The state of North Rhine-Westphalia supports property owners and investing companies in the sustainable enhancement of existing living space in rental apartments, single-family homes, and owner-occupied condominiums. Funding is provided for comprehensive modernization measures that increase utility value, improve accessibility, save energy and water, or create living space through conversion and expansion. Eligible costs include construction and ancillary construction costs, the installation of photovoltaic systems beyond legal requirements, as well as retrofitting for wheelchair-accessible living and intelligent building control. The goal is a long-term improvement in living quality, strengthening social diversity, and contributing to climate protection.
Terms and Application
Funding is provided in the form of a low-interest annuity loan with 100% financing up to €220,000 per housing unit (minimum loan €5,000). The fixed interest period is selectable at 25 or 30 years: 0% p.a. for the first five years, thereafter 0.5% until the end of the designated use period. Additionally, repayment discounts of up to 55% are possible if efficiency house standards (Efficiency House 55/40/Net Zero), ecological insulation, or extensive accessibility are implemented. Eligible applicants are property owners or hereditary building right holders in NRW who submit, prior to project commencement, a cost plan prepared by experts, an energy certificate, proof of land rights, and—if required—a building permit. The application must be submitted to the responsible approval authority before the project starts. This measure thus significantly contributes to increasing residential value, energy efficiency, and the integration of diverse resident groups.
