Description
Funding for recognized family education institutions in North Rhine-Westphalia supports providers in conducting free educational events and courses for particularly burdened families. The funding targets socially disadvantaged families, parents in the child’s first year of life, and families in special stressful situations, such as after experiences of flight and displacement. The goal is to strengthen the parenting and everyday competencies of parents as well as to promote social participation and intergenerational exchange in open Elternstart meeting points. Furthermore, the state program “Elternstart NRW” ensures low-threshold access to Elternstart courses, in which participants are accompanied in small groups averaging six adults.
Recognized educational institutions and public providers can apply for subsidies for fee reductions, provided that no participation fees are charged and measures are coordinated with the local youth welfare planning. The application for funding – optionally Art 1 GN for socially disadvantaged families, Art 2 ES for Elternstart, or Art 3 FL for burdened families – must be submitted by December 1 of each year for the following fiscal year. Eligible expenses include reduced fees, course costs, and teaching hours. The funding rates amount to €500 per Elternstart course and €50 per teaching hour. Institutions are required to comply with the “Elternstart NRW” framework concept in its current version and to ensure free participation. Through needs-based funding, the state of North Rhine-Westphalia makes a significant contribution to equal opportunities for families in challenging life situations.
