Funding objective
The Free State of Saxony supports municipalities in eliminating buildings on brownfield sites, treating contaminated sites, and carrying out simple greening measures when owners have not renovated or demolished, and the sites are recorded in the brownfield site inventory system.

Funding requirements

Description
The grant program “Promotion of Brownfield Clearance” offers Saxon municipalities an attractive opportunity to sustainably revitalize formerly used industrial, commercial, or other brownfield sites. The objective is the removal of structural remnants, the remediation of contaminated sites, as well as the implementation of simple greening measures, provided that property owners do not fulfill their renovation or demolition obligations and the sites are registered in the official recording system. Eligible funding covers preparatory planning and geotechnical investigations as well as demolition, clearance, and securing measures. The Free State of Saxony covers up to 90% of eligible expenses depending on the budget concept, and up to 80% for regular projects. With a de minimis threshold of EUR 10,000, the grant is specifically aimed at medium and larger projects.
Conditions for approval include a minimum of ten years of non-functionality of the brownfield (except in cases of flood damage), integration of the measure into the integrated urban or municipal development concept, and proof of registration in the Free State’s brownfield recording system. Eligible costs include, among others, waste disposal, contaminated site remediation, and legal advice, while personnel and administrative expenses, financing costs, and input tax deductible VAT are excluded. Municipalities submit the application using forms such as the LBP_Funding Application (Form 60254), the municipal economic statement (60552), and the proof of use (60559). Note: Since December 2024, the program is closed for new applications. Interested municipalities can already inform themselves about possible follow-up solutions for prepared and planned projects in the technical concepts.
