The promotion of gigabit connectivity in the state of Hesse supports projects that create a modern, gigabit-capable infrastructure in previously underserved areas. The goal is to advance digital transformation, enable comprehensive expansion of high-performance broadband networks, and thereby foster innovation, competition, and sustainable economic growth. This measure particularly targets municipal authorities, municipal associations, and public institutions that strategically drive the expansion of digital infrastructure. The funding, provided as non-repayable grants, can cover up to 90 percent of eligible expenses and is intended for the modernization of existing infrastructure, execution of civil engineering works, material costs, as well as the installation of necessary hardware.

Eligible applicants thus include not only municipal entities but also privately organized companies that are 100 percent publicly owned and significantly contribute to improving broadband coverage in Hesse. A prerequisite for funding is a clearly defined investment project, proof of economic viability, and assurance of the project's overall financing. Compliance with binding use periods – typically between seven and fifteen years – also plays an important role. The funding program is characterized by a high funding rate, enabling targeted resolution of existing bottlenecks and facilitating access to modern information and communication technologies for gamers, businesses, and institutions.

Applications must be submitted prior to the start of the measure; projects are evaluated through a transparent process based on innovative approach, economic feasibility, and implementation efficiency. Additionally, studies, concepts, and consulting services are included in the funding criteria to support strategic planning and preparation. Through the targeted combination of grant and loan funding, synergies are optimally utilized to promote sustainable digitalization in rural and structurally weak regions of Hesse.
