- Guarantee of the energy agency's continued existence for at least six years
- Product- and provider-neutral advice to citizens, businesses, and municipalities as well as participation in regional experience exchange
- Self-contribution of the municipal authorities covering over 50% of the founding costs

Description
Funding Program for the Establishment and Operation of Regional Energy Agencies in Bavaria
The Free State of Bavaria supports municipal authorities as public institutions in the establishment and operation of regional energy agencies to build local expert advisory structures for energy efficiency & renewable energies, climate protection, infrastructure, as well as urban planning and urban renewal. The program promotes inter-municipal cooperation and facilitates continuous exchange of experience between the agencies. Thematic focuses lie in the areas of energy efficiency & climate protection, renewable energies, and infrastructure development. The goal is to strengthen municipal climate protection activities statewide and to implement sustainable energy concepts in all 18 Bavarian planning regions. In the first five years of operation, personnel expenses, material costs, as well as external coaching and consulting services are funded. The funding measure has a project duration of 60 months and is continuously available.
The funding is provided as a degressively scaled grant (70% to 30% of eligible personnel and material costs) with a maximum amount of €200,000. External coaching services are funded up to €15,000 and external consulting services up to €10,000, each at a 50% funding rate. A prerequisite is a municipal co-financing of at least 50% of the establishment costs, the long-term maintenance of the agency for at least six years, as well as product- and provider-neutral advice for citizens, companies, and municipalities. The planned establishment must be located in a planning region with insufficient advisory services (a maximum of two existing agencies or exceptions in regions with over 1 million inhabitants). Applications must be submitted to the responsible district government before the measure begins, including the submission of standard forms (e.g., Application Form 1a, supplementary form), statements from regional self-administration organizations, as well as De-minimis declarations and certificates; application deadlines are ongoing.
