Funding objective

The Free State of Bavaria supports the preparation and implementation of new, exemplary projects of inter-municipal cooperation in order to make administrative tasks, social and cultural public services, as well as municipal infrastructure, more efficient, economical, and citizen-friendly through synergy effects.

  • Material resources and equipment (e.g. ICT)
  • Project-related personnel expenses
  • Implementation and pilot phase: ongoing personnel and material costs

  • Projects with eligible expenses under €5,000
  • Projects that have already started
  • Projects receiving other funds from the Free State of Bavaria
  • Mere joint procurement and use of large and specialized equipment

Description

The program supports new and exemplary cooperation projects of Bavarian municipalities for the joint execution of administrative tasks, social and cultural public services, as well as municipal infrastructure. Municipal territorial authorities in Bavaria and their associations in the legal form of a public law entity, as well as the companies and institutions they manage, are eligible to apply. The goal is to create synergies to make administrative processes more efficient, economical, and citizen-friendly. Funding is provided as a grant and supports both the planning and implementation of innovative cooperation models that serve as examples for future inter-municipal partnerships. Applications can be submitted continuously, as there are no exclusion deadlines. The maximum project duration is 60 months.

A prerequisite for funding is that the project has not yet started and has a resolution from the decision-making bodies. The cooperation agreement must be designed for at least five years and demonstrate at least 15% annual savings in personnel and material costs. Up to 85% of eligible expenses are funded (up to 90% in designated funding areas) with a standard grant of 50,000 euros per project (up to 90,000 euros in special funding regions). Eligible costs include external services such as consulting and planning, material resources and IT equipment, project-related personnel costs, as well as ongoing expenses during implementation and pilot phases. Approval is granted by the respective district government, which accepts applications year-round.
