Description
The Local Mobility Funding Module of the State of Hesse is aimed at municipalities, municipal associations, special-purpose associations, as well as transport and transport infrastructure companies, supporting investment measures, planning, and public relations to strengthen pedestrian and bicycle traffic. With funding rates of 70 to 80 percent, measures such as the expansion of roadside and independent pedestrian and bicycle paths, bridge and culvert construction, barrier-free transport facilities, node expansion and reconstruction, as well as innovative model projects are supported. Signage, complementary infrastructure, and scientifically accompanied feasibility studies for bicycle expressways and direct bicycle connections can also be realized within the framework of project funding. The upper limit of 80 percent applies to projects of special supra-municipal transport significance. The maximum project duration is 48 months.
Eligible to apply are small and medium-sized enterprises as well as public institutions. A prerequisite is a clearly defined project with professional construction and traffic engineering planning according to recognized standards. Eligible expenses include construction services for pedestrian and bicycle traffic infrastructure, HOAI planning fees, and public relations measures. Maintenance and repair costs, deductible value-added tax, and street lighting without special justification are not eligible for funding. Applications can be submitted year-round; required documents include the application form, project description with site plan, cost and financing plan, proof of overall financing, and statistical data about the municipality. Hessen Mobil – Road and Traffic Management is responsible for technical supervision and approves grants in the northern and southern areas of responsibility.
