Description
The state of Hesse grants non-repayable subsidies to strengthen regional tourism through investments in innovative tourism and leisure offerings as well as in public tourist infrastructure. Funding is provided for facilities for experiencing nature and culture, quality-enhancing measures in health tourism, and barrier-free renovations and new constructions certified under "Travel for All." Eligible applicants include municipal authorities, special-purpose associations, destination organizations, regional management companies, and non-profit associations. Under certain conditions, natural and legal persons without profit motives may also receive funding. Priority funding is given in GRW and ERDF priority areas. Project commencement is only permitted after the complete submission of the application to the Wirtschafts- und Infrastrukturbank Hessen (WIBank).
Funding rates amount to up to 50% of eligible expenses, and up to 60% in GRW areas. Covered costs include construction costs according to DIN 276-1 for building construction, verifiable own and in-kind contributions, planning and consulting services, ecological compensation measures, personnel costs, direct material expenses, and overhead costs (maximum 15% of personnel costs). Non-eligible costs include land acquisition, financing costs, client-related tasks, maintenance, and operating and hospitality expenses. Evaluation criteria are the expected contribution to the growth of regional tourism, quality improvement in tourism, and relevance to regional development. Applications may be submitted to the WIBank at any time before project commencement; the necessary building permit must be obtained prior to approval.
