Description

The program “Promotion of Urban Renewal and Development (RL-StEE)” of the state of Rhineland-Palatinate supports municipalities, municipal special-purpose associations, and planning associations specifically in the sustainable further development of their town centers. Integrated urban development concepts (ISEK) with citizen participation form the basis for measures ranging from preparatory planning through regulatory and development work to construction measures as well as accompanying management and fund services. Public institutions can apply for loans, with funding rates granted between 50% and 90% of eligible costs. A project-specific evaluation is carried out based on the financial capacity of the municipality, state interest, and feasibility. The term is set for up to 120 months, and applications can be submitted continuously via the Supervisory and Service Directorate (ADD) prior to the start of the respective measure.

For the application, an informal expression of interest, the ISEK with cost and financing overview (KOFI), as well as other application documents via the ADD are required. A prerequisite for funding is the formal designation of the funding area according to urban development law, the conceptual and ecological orientation of the overall measure in accordance with RL-StEE, and inclusion in the urban development funding program. The goal of the program is to strengthen inner development, promote the strengthening of the urban climate and climate adaptation, and remedy structural deficiencies. By providing state and federal funds, the funding offer makes an important contribution to the long-term strengthening of municipal infrastructure and the improvement of quality of life.
