Funding objective
The goal is to ensure local and high-quality outpatient medical care for all residents of Bavaria, regardless of age, income, or social background. The program promotes municipal engagement to stabilize and improve the supply situation in structurally weak, rural areas by establishing appropriate care services and framework conditions.

Description
The funding program of the Free State of Bavaria is aimed at municipalities in rural areas with up to 20,000 inhabitants (or up to 30,000 inhabitants in areas with special need for action) as well as their municipal associations and publicly funded institutions. The goal is to maintain and expand local, high-quality outpatient medical care structures. The focus is particularly on the establishment of health centers, primary care centers, team practices, or intersectoral facilities that include at least one general practitioner or pediatric care service. Also eligible for funding are service and advisory offerings for the settlement of physicians, mobility solutions such as patient transport services, and image campaigns to attract medical professionals. These measures aim to stabilize and secure healthcare provision in structurally weak regions in the long term.
Financial support is provided as a non-repayable grant with a funding rate of up to 80% of eligible expenses, up to a maximum of €150,000. Own funds amounting to at least 10% must be demonstrated. Project durations of up to 48 months allow for comprehensive planning and implementation. Prerequisites for funding include, among others, a resolution by the responsible collegial body, a statement from the Bavarian Association of Statutory Health Insurance Physicians, and project commencement within six months after the grant notification. Eligible costs include personnel and material expenses, barrier-free conversion measures, external consulting services, and one-time start-up costs for mobility offerings. Applications can be submitted until December 31, 2026.
