- Positive resolution by the decision-making body of the LAG (unless the LAG itself is the applicant)
- Selection procedure by the LAG must be non-discriminatory and transparent

Description
The promotion of the LEADER approach in Saarland (FRL-LEADER) is aimed at municipalities, municipal associations, natural and legal persons under private and public law, as well as local action groups (LAGs). The goal is to strengthen rural areas through integrated local development strategies (LDS) based on the European LEADER principle. The program particularly supports projects in the fields of urban development & urban renewal, infrastructure, agriculture & rural development, as well as regional promotion. The focus is on innovation, regional networking, and sustainable development that builds on the potentials and needs of local actors.
The grant is awarded as a direct subsidy and covers 80% to 100% of eligible expenses. Eligible costs include, among others, personnel costs, material costs, cooperation costs, and administrative costs. Requirements include alignment with the objectives of the LDS of a LAG, implementation within the territorial scope of the SEPL 2014–2020, and a positive resolution by the decision-making body of the LAG. Transparent, non-discriminatory selection procedures and compliance with earmarking periods are mandatory. The project may only commence after approval. The two-stage application process initially takes place through the local action group, followed by the formal submission to the Ministry for Environment, Climate, Mobility, Agriculture and Consumer Protection. This effectively supports sustainable projects for the development of rural areas in Saarland.
