Description
The Green Infrastructure Directive of the State of North Rhine-Westphalia promotes, as a strategically planned network of natural and near-natural areas in both urban and rural regions, measures to strengthen biodiversity, secure ecosystem services, and protect the climate. Funding is provided for greening of facades and roofs, soil de-sealing, near-natural water body developments, as well as three-year maintenance of plantings. Educational projects in the sense of sustainable environmental education and the development of municipal green and open space concepts complete the funding portfolio. Eligible applicants include, in addition to municipalities and municipal associations, other legal entities under public and private law such as sponsoring associations of biological stations, foundations with nature conservation purposes, or recognized nature conservation organizations. The funding rate ranges between 80% and 90% of eligible expenses, which include, among others, expert reports, land acquisition, personnel and overhead costs, as well as project-related acquisitions. Compensation and replacement measures within the meaning of nature conservation intervention regulations, as well as projects already financed by the state through other means, are not eligible for funding.
Submissions are possible continuously during the funding period, provided that the measures have not yet commenced at the time of approval. The application requires a complete project description with site plan (district, cadastral area, parcels), justification, and cost calculation. Several sub-projects can be combined in collective applications; early commencement of measures may be approved exceptionally. The responsible approval authority is the Arnsberg District Government, Department 51 – Nature and Landscape Conservation. The directive is aligned with the Europe 2020 strategy and the objectives of the EU Biodiversity Strategy to ensure sustainable and resource-efficient development in North Rhine-Westphalia.
