Description

Funding for Public Local Transport (LGVFG-ÖPNV) in Baden-Württemberg
Since 2010, the state of Baden-Württemberg has supported municipal and private projects for the modernization and expansion of depots, stops, multimodal hubs, and other public transport infrastructure with grants pursuant to § 2 Nos. 1 to 14 LGVFG. Funding covers investments in structural measures and traffic telematics systems as well as charging and hydrogen refueling infrastructure at depots and stops. The maximum funding rate is 50% of eligible expenses, which include construction services, mechanical equipment, land acquisition, and lump-sum planning costs. Expenses for kiosks, restaurants, or rental costs for outdoor facilities are not eligible for funding. Recipients of grants are municipal and private transport companies, transport associations, as well as authorities responsible for local rail passenger transport according to PBefG and AEG. Project sponsors must demonstrate operational necessity, economic efficiency, and sustainability aspects and comply with the aid and de minimis criteria defined in the relevant state and EU regulations.

Application and Funding Procedure
Funding applications can be submitted at any time to the regional administrative authorities. Required documents include, among others, a draft plan, evidence of economic viability, a statement from the VDV specialist committee, and all official permits. An automated operations control system or real-time passenger information systems are also eligible for funding, as is the barrier-free conversion of stops and the technical equipment of depots. Project funding is provided as a one-time fixed amount or as a lump-sum maximum amount. After the grant approval, interim and final usage reports must be submitted. The objective is to strengthen environmentally friendly mobility through a modern and economical infrastructure in public local transport.
