Funding of Urban Development Measures (Thuringian Urban Development Funding Guidelines – ThStBauFR)

The funding of urban development measures according to the Thuringian Urban Development Funding Guidelines is aimed at cities and municipalities in Thuringia that wish to implement overall or individual urban development projects within the meaning of the Building Code. Preparatory, regulatory, construction, and other measures are supported in the form of grants or loans. The program particularly promotes projects in the thematic areas of urban development & urban renewal, smart cities & regions, digitalization, as well as general infrastructure improvements. Annual registration for the funding program takes place by November 1 for the following year; new entries are possible through the responsible ministry throughout the year, but only in exceptional cases during the current year.

Eligible for funding are exclusively public institutions, specifically municipal bodies operating within a formally defined redevelopment area whose measures are part of an approved urban development concept. Applications are submitted to the Thuringian State Administration Office (TLVwA), which is responsible for approval, disbursement, and verification of the use of funds. A municipal co-financing share of the eligible expenses is set for each program year. Through this close cooperation between municipality, state, federal government, and EU, a reliable investment framework is created that enables sustainable urban development and specifically eliminates urban development deficiencies.
