Funding for construction measures at municipal theaters and concert halls

The Free State of Bavaria generously supports construction measures at professional municipal theaters and concert halls within the framework of the municipal financial equalization system with allocations pursuant to Art. 10 BayFAG. The aim of this cultural funding is to enable new constructions, conversions and expansions, as well as general and partial renovations, and to implement technical installations in the stage and auditorium areas. Measures to improve accessibility and to remedy damage caused by natural hazards are also supported. The funding rate amounts to up to 75% of eligible expenditures exceeding a de minimis threshold of €100,000 (or €25,000 for accessibility and natural hazard damage measures). Municipalities and municipal associations in the Free State of Bavaria may submit applications continuously, whereby approval from the responsible district government must be obtained prior to the commencement of the measure. A binding period of at least 25 years (at least 10 years for temporary structures) ensures long-term use and public responsibility.

A prerequisite for approval is proof of the financial capacity and economic viability of the project, as well as a detailed funding application according to template 1a (Art. 44 BayHO). The review is carried out by the respective district government, which, in addition to the technical evaluation, also ensures financial security. The decision criteria are economic efficiency, proof of financing, and the structural as well as cultural necessity of the measure. This program component plays a central role in strengthening cultural life at the municipal level and contributes to maintaining high-quality venues for theater and concert operations on a permanent basis.
