The funding of construction measures at public schools and school sports facilities in Bavaria is aimed at public institutions and municipalities that wish to comprehensively renew, expand, or renovate their school infrastructure. Within the framework of the municipal financial equalization, the Free State of Bavaria grants allocations pursuant to Art. 10 BayFAG for new constructions, conversions, and expansions as well as for general and partial renovations. The acquisition and conversion of existing buildings, measures due to natural disaster damage, implementation of accessibility, and the expansion of all-day school programs are also eligible for funding. The funding rate ranges from 0% up to a maximum of 80%, depending on the budget situation, demographic development, and state interest, supplemented by an additional surcharge of up to 15 percentage points for all-day programs approved for the first time. Thanks to ongoing application possibilities, projects can be flexibly submitted to the responsible district government as long as the measures have not yet begun and the overall financial planning is in place.
A prerequisite for approval is the school supervisory confirmed determination of space and area requirements as well as proof of secured overall financing including own funds. Before construction begins, planning documents must be professionally reviewed, and eligible expenses must exceed the specified de minimis thresholds (from €100,000 or from €25,000 for accessibility and natural disaster damage measures, or €50,000 for the expansion of all-day programs). In the evaluation, the financial situation of the municipality, the scope and significance of the construction measure, a supra-local catchment area, and the availability of budgetary funds play a central role.
