Description
The funding enables nationwide training centers commissioned by the Public Employment Service to offer a coordinated portfolio of services for labor market policy target groups. The goal is the economical and needs-based fulfillment of labor market requirements through initial and continuing training measures, active job search, career orientation, basic qualification, and targeted training. Eligible institutions include public and private educational providers that have an open-ended framework agreement and a specific annual funding agreement with the Public Employment Service. The basis of this model is the Federal Procurement Act as well as the requirement that the offered training programs must not be marketable.
Both personnel expenses and material costs for the implementation of the measures are funded. Applications can be submitted continuously until the available volume is exhausted. A prerequisite for funding is the full reimbursement of verified full costs without flat rates, compliance with the provisions of the Federal Procurement Act, and the qualification of participants from labor market policy target groups. The funding has been in effect since January 1, 2013, ensuring reliable financing for training centers that make a significant contribution to increasing labor market participation and reducing unemployment.
