Description

Funding of Family Counseling Centers in North Rhine-Westphalia
The state of North Rhine-Westphalia grants subsidies to public institutions, interest groups, and associations for the employment of professional and secretarial staff in family counseling facilities. The goal is the long-term assurance of multiprofessional, free, and preventive counseling for children, adolescents, and parents. Funding is provided, among others, for parenting counseling centers under independent and municipal sponsorship, marriage and life counseling centers, integrated counseling centers, specialized contact points for abuse, neglect, or sexualized violence, as well as facilities with thematic focuses. The funds are available as a subject-related lump sum for personnel and fee costs and contribute to strengthening parenting and relationship skills as well as the early detection of social problems.

Prerequisites for funding include, among others, a written confirmation from the youth welfare office regarding integration into the municipal youth welfare planning, as well as binding networking agreements with at least three partners from two different sectors. Furthermore, preventive services, a cooperation concept with self-help groups and voluntary structures, as well as a counseling offer for parents before, during, or after separation/divorce or for single parents (at least 25% of cases involving complex parenting problems) must be demonstrated. Applications must be submitted to the Landschaftsverband Rheinland by November 1st for the following calendar year, or in the case of new establishments, at least three months before the start of funding. Eligible expenses include personnel costs and fees. For the application, the funding principles for family counseling, rules of professional competence, the 2025 lump sum decree, as well as additional confirmation and calculation forms are required.
