Funding Program for Municipal Charging Infrastructure Concepts in NRW
The state of North Rhine-Westphalia supports municipalities, municipal associations as well as special-purpose associations according to GkG NRW and municipal enterprises without commercial activity in the development of concepts for publicly accessible charging infrastructure. The goal is the neutral and independent analysis of demand, site selection, grid connection, and legal framework conditions by qualified external consultants. Within this framework, site and area analyses, grid infrastructure checks, demand assessments, and legal clarifications can be professionally conducted. Generally, one concept per applicant is funded per year; the concept development must begin before commissioning and may not be exclusively transferred to commercially active companies.
Funding Modalities and Application Procedure
The funding is provided as a non-repayable grant covering up to 90% of eligible expenses, up to a maximum of €70,000. Funding requirements include a qualified offer, a completed online application form with a PIN code from the TAN procedure, a treasurer’s declaration for municipalities, and a detailed project description. Eligible applicants are public institutions in NRW; commercial exploitation of the concepts is excluded. Evaluation criteria include the neutrality of the consulting and the references of the consultants in the field of charging infrastructure. Applications can be submitted electronically from February 1, 2025, until December 31, 2026, subject to available budget funds. Interested municipalities will receive a funding approval after positive review and may begin concept development immediately.
