Funding objective

Description

The state of Rhineland-Palatinate offers municipal administrations and public-law waste management authorities year-round grants for the implementation of projects in the circular economy, waste prevention, and soil protection. Eligible for funding are municipal corporations, their associations, as well as corresponding waste management authorities authorized to pass on funds upon request to commissioned third parties. Funding is provided in the form of project grants and requires proof of legal admissibility, technical soundness, as well as appropriateness and economic efficiency based on life cycle costs. For this purpose, a formal funding application, an overview of the budgetary and financial situation, and a municipal supervisory statement must be submitted. There is no legal entitlement; the decision is made according to the available budgetary resources and established evaluation criteria.

Funded are material flow management concepts of the circular economy, waste management studies and measures, as well as studies and measures for soil protection. The goal is to increase resource efficiency, promote the reuse of fallow land within urban areas, prevent waste, and accelerate contaminated site remediation. Excluded are, for example, costs for non-functionally bound operational or administrative buildings, capital procurement, input tax deduction, as well as acquisitions not directly related to the funded measures. The amount of the grant is based on the technological significance of the project, the risk involved, the public interest, and the economic capacity of the applicants.
