Description

Since November 2020, the State of Lower Austria has been supporting Lower Austrian municipalities and associations of municipalities with a comprehensive subsidy program for the expansion of cycling infrastructure. Both planning and construction costs for basic cycling networks and cycling highways, as well as technical structures such as bridges and underpasses, are funded. Eligible to apply are municipalities or associations of several municipalities that jointly implement measures within the framework of the established basic cycling network or after fulfilling the criteria catalog of funding category B. A prerequisite is planning and execution in accordance with RVS, ÖNORM, and Eurocode, as well as proof of ownership or lease agreements for 40 years. The funding rate ranges between 60% and 70% of the eligible gross investment costs depending on the municipality’s financial capacity per capita (FKKQ), and up to 80% for cycling highways. Additionally, the Lower Austrian Road Service provides free labor services, which can be offset against the non-repayable grant.

Funds are allocated upon receipt of a complete funding application including overview and site plans, standard profiles, tabular cost estimates, and financing proposals. A quality advisory board assesses the eligibility for funding, which is finally confirmed in writing by the responsible government member. Applications can be submitted continuously, and projects may be implemented immediately after funding approval; the accounting of pre-financed costs must be completed within six months after the construction project is finished. This guideline aims to expand cycling mobility, improve access to workplaces, educational institutions, and transport hubs, and make a sustainable contribution to traffic safety and climate protection.
