The program Support for Self-Help Contact Points (KISS) of the Ministry of Labor, Health and Social Affairs of North Rhine-Westphalia focuses on the fields of health, social affairs as well as work & social affairs and extends statewide across North Rhine-Westphalia. The goal is to strengthen and sustainably secure information and counseling structures for self-help groups. Personnel costs are funded in the form of a subsidy for a full-time professional staff member and a part-time secretarial position. Independent, publicly accessible rooms with fixed opening hours and their own telephone line form the basis for a professional contact point. Funding is allocated annually, with the total funding amount distributed among all eligible contact points.
The funding offer is suitable for independent non-profit organizations affiliated with a leading association of independent welfare organizations, as well as for districts and independent cities based in North Rhine-Westphalia. Requirements include, among others, the employment of at least two persons, participation in the working group of self-help contact points in North Rhine-Westphalia, and fulfillment of structured counseling tasks. These include providing information to individuals, referral to existing groups, support in establishing new initiatives, as well as promoting the exchange of experiences, especially among small and less formalized groups. The annual funding amount is up to €15,000 per contact point. Applications must be submitted by October 1 of the previous year for the following calendar year; for new establishments, at least three months before the start of funding. Only one self-help contact point per district or independent city is eligible for funding.
