Funding for transfer facilities and stop amenities in public local passenger transport (ÖPNV)

The funding program of the Lower Saxony Ministry of Economic Affairs, Transport, Construction and Digitalization in the field of Infrastructure & Urban Development supports municipalities and municipal companies in investments in public local transport infrastructure. Funding is provided for the construction and expansion of transfer facilities, stop facilities, bus stations, and directional stops. Eligible expenses include construction and land acquisition costs, planning services, and the establishment of park-and-ride, bike-and-ride, and kiss-and-ride parking spaces with electric charging stations, as well as appropriate access routes and connecting paths. The funding rate is up to 75% of eligible expenses and enables a sustainable increase in the attractiveness of public transport, contributes to the improvement of traffic conditions, and supports climate neutrality and accessibility in Lower Saxony.

Eligible to participate are Lower Saxony municipalities, their public-law associations, and majority municipally owned private-law legal entities that perform tasks in public local transport. A prerequisite for funding is compliance with the requirements of the local transport plan, coordination with urban development measures, and planning according to recognized technical standards while considering cost-effectiveness and economy. Accessibility must be ensured by removing barriers, and a consultation with the representatives for disabled persons must be conducted. The overall financing of the project must be secured prior to application submission, and a binding period of 20 years applies (five years for charging stations). Applications can be submitted annually by May 31 before the start of the project to the Lower Saxony Local Transport Company Ltd. (LNVG), which administers the program on behalf of the Ministry.
