Description
The Free State of Thuringia supports municipal measures for wastewater disposal with an attractive grant ranging from 40% to 70% of the eligible construction costs in accordance with § 1 VOB/A. Eligible applicants are corporations and other legal entities under public law – such as municipalities, municipal associations, special-purpose associations, as well as water or soil associations – that carry out wastewater disposal tasks. Funding is provided for the construction, expansion, and retrofitting of sewage treatment plants, combined and separate sewer systems, pumping stations, and connecting collectors, as well as facilities for drinking water treatment, rainwater retention, and ecological watercourse maintenance. A technically reviewed approval plan and an overall wastewater technical concept form the basis of every application. Early registration by June 15 with the Thuringian State Office for Environment, Mining and Nature Conservation (TLUBN) ensures that the project is included in the annual funding program.
Further requirements include demonstrable state interest, ecological objectives, economic efficiency, and compliance with specific exclusion criteria (e.g., no funding for weekend residential areas or purely development projects of residential areas). Projects with an investment volume below €50,000 are excluded from funding. The complete funding application must be submitted to the Thuringian Development Bank (TAB) by December 31. The TAB undertakes the expert review of all documents and accompanies the awarding process. Interested institutions receive extensive information on the evaluation criteria state interest, water management objectives, and economic efficiency directly from the TAB as well as in the annual funding program of the Thuringian Ministry for Environment, Energy and Nature Conservation.
