The goal is the construction, expansion, and modernization of energy-efficient heating and cooling network systems utilizing renewable heat sources and unavoidable waste heat, as well as the associated storage, transport, and measurement, control, and regulation (MCR) technology to increase energy efficiency and climate protection in NRW.

Description
The funding program supports companies and public institutions in North Rhine-Westphalia in the construction, expansion, and modernization of energy-efficient heating and cooling network systems with a grant amount starting from 100,000 euros. Investments in the construction and expansion of pipeline networks with supply temperatures up to 95 °C, as well as associated systems for the use of renewable heat sources (e.g., aquathermy, geothermal energy), unavoidable waste heat, and thermal storage, are eligible for funding. Large heat pumps, intelligent measurement, control, and regulation technology (MCR), as well as studies and consulting services for the technical preparation of the project, are also subsidized. The goal is to increase climate protection impact, enhance energy efficiency, and sustainably improve supply security in the region.
The funding rate ranges between 30% and 80% of eligible expenses, depending on the company size and source of financing. A positive funding decision requires implementation in NRW, compliance with the Heat Planning Act, and conformity with the EU Energy Efficiency Directive. Expenses for repairs, spare parts, or purely planning activities are excluded. Funding applications can be submitted to the Arnsberg District Government until June 30, 2027; required public-law permits, cost evidence, and, if applicable, study documents must be submitted with the application. The funding creates a future-proof network that contributes to the long-term reduction of greenhouse gas emissions and consistently implements the principle of “energy efficiency first.”
