Description
In North Rhine-Westphalia, a state program supports the construction and equipment of workshops for people with disabilities. Funding is provided for new constructions and expansions, building acquisition, as well as the initial procurement of mobile equipment. Up to 80% of the eligible investment costs are covered. The funds are available as one-time grants without fixed submission deadlines – applications can be submitted continuously. A de minimis threshold applies of EUR 50,000 for construction projects and EUR 10,000 for equipment measures. Each construction phase must be functionally completed to receive funding. The binding period is 25 years for construction measures and 5 years for mobile equipment.
Eligible applicants are non-profit legal entities under private law as well as municipal sponsors who are members of a leading association of independent welfare organizations in NRW and hold ownership or hereditary building rights (at least 27 years) to the property. Additionally, usage agreements for at least 5 years must be demonstrated. Rent subsidies are not funded. Required documents include the application forms for construction and equipment, the valid guidelines, the general and construction-related ancillary provisions, supplementary notes, a confirmation of own funds, and complete supporting documents. After positive approval by the responsible regional assembly, fund disbursement, interim reports, and proof of use are carried out in accordance with the award and financing guidelines.
