Description

The funding is aimed at private individuals, homeowner associations, companies of all sizes, municipal authorities, as well as non-profit organizations that wish to construct or renovate residential buildings in settlements designated as "Climate Protection Settlement NRW" to the Three-Liter-House standard. Both new constructions and existing buildings are eligible for funding. The decisive factor is the use of energy-efficient building systems according to the KlimaGebäude.NRW standard, including professionally installed ventilation systems with heat recovery in accordance with DIN standards and DIN EN ISO 9972:2018-12. Proof is provided by the Passive House Planning Package (PHPP), supplemented by construction drawings at a scale of 1:100 and a site plan. The grant amounts up to €3,700 per residential unit for new buildings and €4,700 for existing buildings (single-family house, semi-detached house, terraced house), with correspondingly reduced fixed amounts for multi-family houses. Applications can be submitted continuously until June 30, 2027, with a project duration of up to 24 months. Prerequisites include compliance with minimum energy requirements such as a maximum of five kilograms of CO₂ emissions per square meter per year and a transmission heat loss of no more than 0.38 W/(m²·K).

Applications are to be submitted exclusively electronically via the NRW funding portal and require, among other documents, building application papers, airtightness proof, concepts, site plan, and a list of supporting documents. The District Government of Arnsberg decides on approval within the framework of available budgetary funds. The approved grant must be used sparingly, economically, and for the intended purpose. Retroactive costs, legal consultations, and ongoing operating expenses are not eligible for funding. Evaluation is based on energy quality, climate protection impact, and economic efficiency. Upon completion, proof of use must be submitted; payment is generally made in two installments. Through this funding, the North Rhine-Westphalia region makes an important contribution to climate protection and promotes the widespread use of energy-efficient construction methods and modern ventilation technology in residential buildings.
