Description

In North Rhine-Westphalia, the program “progres.nrw – Climate Protection Technology” supports the construction and renovation of residential buildings to the Passive House standard, including ventilation systems in neighborhoods designated as “Climate Protection Settlement NRW.” Eligible applicants include municipalities, municipal authorities, public institutions, private individuals, homeowner associations, companies of all sizes, as well as non-profit organizations. Funding is provided as a fixed amount of up to €4,700 per residential unit for single-family, semi-detached, or terraced houses, and up to €3,400 per residential unit for multi-family houses. The objective is to reduce heat-related CO₂ emissions and improve energy efficiency according to the requirements of the “KlimaGebäude.NRW” standard, including optimized ventilation technology with heat recovery.

The granting of funding requires that the buildings meet minimum energy requirements, which must be demonstrated by calculations based on the Passive House Planning Package and confirmed by an airtightness test in accordance with DIN EN ISO 9972:2018-12. Eligible expenses include construction to the Passive House standard, installation and balancing of ventilation systems, planning and verification services, as well as the preparation of construction drawings and site plans. The electronic project application must be submitted by June 30, 2027, at the latest via the NRW funding portal; late applications will not be accepted. In addition to the completed online form, documentation of the Passive House Planning Package (PHPP), airtightness test, construction drawings at a scale of 1:100, and site plan are required. The Arnsberg District Government reviews applications based on formal and substantive criteria and issues the funding approval, upon which the funds are disbursed after implementation and proof of use.
