Funding objective

The state of Schleswig-Holstein supports the implementation of water management measures for near-natural watercourse development and flood protection with funds from the European Agricultural Fund for Rural Development (EAFRD), the Joint Task for the Improvement of Agricultural Structures and Coastal Protection (GAK), and state funds.

Description

In Schleswig-Holstein, the state supports water management projects with funds from the European Agricultural Fund for Rural Development (EAFRD), the Joint Task for the Improvement of Agricultural Structures and Coastal Protection (GAK), as well as with state subsidies. Projects for flood protection, dike removal, and the near-natural development of flowing and coastal waters are funded. Eligible applicants include municipalities, special-purpose associations, water and soil associations, as well as other public-law corporations and foundations. The subsidy rate ranges between 70% and 100% of eligible expenses, depending on the measure. Applications must be submitted on fixed deadlines (six times per year), with project selection based on transparent criteria and a points system; inventory and development analyses precede technical planning.

All essential project phases are funded, from conceptual preliminary work through surveying and approval procedures to construction and supply services as well as planning and construction supervision services. Exclusions include, among others, administrative facilities, mobile flood protection walls, or purely development measures without water management relevance. Disaster protection and coastal protection measures in the public interest can be fully subsidized. Investments in dike relocation, watercourse renaturation, bank protection, and retention basins aim to both reduce flood risks and strengthen ecological structures. Thus, the funding contributes to the implementation of the European Water Framework Directive and Flood Risk Management Directive and to strengthening climate-resilient structures in rural areas of Schleswig-Holstein.
