Funding requirements

  • Application must be received by the state funding agency or Kommunalkredit Public Consulting GmbH before the start of construction or delivery date
  • Positive assessment of the application by Kommunalkredit Public Consulting GmbH
  • The calculated heating demand (HWBRef,RK) must be below the requirements of OIB Guideline 6 for non-residential buildings
  • Full recognition and compliance with the 2022 funding guidelines for environmental funding in Upper Austria and the General Funding Guidelines of the State of Upper Austria
  • The renovated building must be older than 15 years (date of building permit)

  2. Confirmation from the Federal Monuments Office for listed buildings (form "Monument Protection Renovation Offensive")

Description

Thermal building renovation in Upper Austria specifically promotes investments in predominantly commercially used existing buildings that are older than 15 years. The goal is the sustainable increase of energy efficiency and the reduction of greenhouse gas emissions in accordance with OIB Guideline 6. Applicants such as companies of any size, non-profit organizations, interest groups, or private individuals can apply for grants until December 31, 2026. The funding rate is based on the federal funding and amounts to a maximum of 30% of the calculated federal subsidy, but no more than € 100,000 per project. The measure supports the implementation of the Upper Austrian energy strategy "Energy Future 2030" and contributes to the topics of energy efficiency, climate protection, as well as housing construction and infrastructure modernization.

Eligible measures include the insulation of roof and ceiling floors, exterior walls, ceilings, or cellar floors, as well as the replacement of windows and exterior doors. Additionally, the installation of heat recovery systems in ventilation systems and the installation of external shading systems are possible. A positive decision from Kommunalkredit Public Consulting GmbH as well as proof that the calculated heating energy demand (HWBRef,RK) is below the requirements of OIB Guideline 6 are prerequisites for approval. Applications must be submitted together with an energy certificate for non-residential buildings, technical data sheets from the federal funding agency, the authority confirmation (UWD-US/E-42), and, if applicable, a De-minimis form. Full compliance with the 2022 funding guidelines for environmental funding in Upper Austria is also required.
