Funding objective

The goal is the qualitative improvement of housing provision and the existing residential environment through the promotion of measures that serve the housing needs and quality of life of the residents. Funding is provided, for example, for the retrofitting of disability-accessible elevators, safety measures, publicly accessible playgrounds, parking spaces, energy-saving consulting, as well as housing research.

Description

The funding program of the State of Upper Austria aims at the qualitative enhancement of the existing housing stock and the immediate residential environment. Measures in the areas of housing construction & modernization, infrastructure, and urban development that serve accessibility, safety, energy efficiency, and research are supported. Examples include the retrofitting of disability-accessible elevators, the construction or renovation of publicly accessible children’s and youth playgrounds, safety and noise protection measures in residential complexes, as well as energy-saving consultations and pilot projects to reduce greenhouse gas emissions. Funding rates consist of one-time contributions of up to 50% of eligible costs, land register-secured loans of up to 80%, and 100% coverage for consulting and housing research. Applications can be submitted continuously, and the program has been running indefinitely since November 7, 2013.

Eligible applicants include public institutions, non-profit organizations, private individuals, municipalities, non-profit housing associations, church and social institutions, as well as owner and tenant communities with at least 50% consent. A prerequisite is that other funding options under the Upper Austrian Housing Promotion Act are excluded and that cost proofs or estimates are not older than one year. Required documents include a detailed description of the planned measures, current cost estimates or invoices, plans and official permits, a financing plan, the voting result for community properties, proof of ownership, and – for playground projects – an official approval prior to the start of construction. These framework conditions and open submission deadlines create an unbureaucratic basis to sustainably strengthen the quality of living in Upper Austria.
